Goa Tourism Reports 10.5% Growth in Q1 2025 Tourist Arrivals, Driven by Global Outreach and Market Diversification

Goa Tourism has recorded a strong 10.5% year-on-year increase in tourist arrivals for Q1 2025, with 28,51,554 visitors compared to 25,80,155 in the same period last year. This growth reflects the state’s strategic push to evolve into a year-round, culturally immersive, and globally connected destination beyond its traditional beach image.

The Department of Tourism, Government of Goa, attributes the momentum to a threefold strategy: targeted global promotion, expanded international air connectivity, and diversification of tourism products. Air India Express has enhanced Goa’s access to the Gulf by introducing direct flights from Kuwait and Abu Dhabi, in addition to its existing Dubai route. Engagements with other Gulf carriers and aviation hubs aim to further improve inbound access, despite ongoing bilateral constraints.

Goa Tourism has also bolstered its international presence through active participation in events like WTM London, ITB Asia Singapore, Tashkent International Tourism Fair, and Arabian Travel Market (ATM) 2025 in Dubai. At WTM London, Goa participated in the Government of India’s ‘Chalo India Global Diaspora Initiative’, targeting high-value diaspora travelers. Strategic meetings at ATM Dubai further laid the foundation for long-term collaboration with the UAE tourism industry, positioning Goa as a key destination for leisure, wellness, and family travel.

To appeal to conscious and off-season travelers, Goa continues to promote a diverse tourism portfolio — including the Ekadasha Teertha spiritual circuit, Ayurveda and wellness retreats, hinterland adventures, and village-based regenerative experiences. Monsoon travel packages are gaining popularity in Middle Eastern markets. Cultural festivals like Deep Parv, Chikhal Kalo, Sao Joao, and the Spirit of Goa are drawing experiential tourists while enriching community engagement.

In response to potential uncertainties in May–July travel demand, the Department has initiated consultations with hospitality, transport, and tourism stakeholders to assess booking trends and plan collaborative responses. Meanwhile, inclusive growth remains a priority, with policies supporting homestays, women-led tourism businesses, and the formalization of alternative accommodations.
