The Airports Economic Regulatory Authority of India (AERA) has announced a revised User Development Fee (UDF) structure for passengers at Chhatrapati Shivaji Maharaj International (CSMI) Airport in Mumbai, effective from May 16, 2025, to March 31, 2029. In a move aimed at ensuring equitable distribution of aeronautical charges, AERA has fixed the UDF for departing domestic passengers at INR 175, which will remain unchanged throughout the fourth control period. This marks an increase from the previous INR 120 per passenger applicable until August 2024.
For international passengers, a differential fee structure has been introduced. Economy class travellers departing from Mumbai will now pay INR 615 per passenger, while business class travellers will be charged INR 695 per passenger. According to AERA, this adjustment aligns with the ‘User Pays’ principle, reflecting the upgraded facilities and enhanced passenger services available at the airport.
In addition to passenger fees, landing and parking charges for airlines have been rationalised and lowered to ensure competitiveness with similar airports. This measure aims to support airline operations without imposing excessive financial burdens, thereby promoting operational efficiency.
AERA highlighted that domestic passengers make up 75% of the total traffic at CSMI Airport, and the nominal UDF of INR 175 underscores its commitment to maintaining affordability, protecting passenger interests, and encouraging growth in India’s domestic aviation sector. The revised tariffs, along with the restructured international UDF and other aeronautical charges, are expected to support infrastructure development and the financial sustainability of Mumbai International Airport Ltd (MIAL), which is operated by the Adani Group-led consortium.
