Maharashtra Revives Seaplane Tourism with New Tender, Strategic Routes, and Financial Incentives

The Maharashtra Tourism Development Corporation (MTDC) has relaunched its seaplane tourism initiative to enhance regional connectivity and boost travel to key tourist destinations like Alibaug, Shirdi, Ganpatipule, and Mahabaleshwar. After floating fresh tenders in April 2025, MTDC is inviting domestic and international operators to bid for operating seaplane services on eight strategic routes, with a renewed focus on commercial viability, environmental compliance, and infrastructure readiness.

Unlike the short-lived 2014 attempt, the new approach is built on revised strategies, including feasibility studies, streamlined permissions, and use of certified waterbodies and helipads. The project will involve 9- to 19-seater seaplanes or amphibious aircraft not older than 12 years. Operators will bear the upfront costs but can choose between two major incentives: full reimbursement over five years or a revenue guarantee for three years. The total project cost is projected between INR 466 crore and INR 490 crore.

With an estimated ticket price of INR 4,000 and expected annual ridership of 50,000 to 70,000, MTDC anticipates break-even in five to seven years. Environmental safeguards, including impact assessments and coastal zone regulations, are being integrated from the planning stage to ensure sustainability. Aligned with India’s UDAN regional connectivity scheme, Maharashtra’s detailed and financially supported model positions it as a frontrunner in developing water-based aviation.

Tenders are now open, and the project is generating cautious optimism across the tourism and aviation sectors. If successfully executed, Maharashtra’s seaplane plan could set a benchmark for regional air mobility in India, combining innovation, accessibility, and eco-friendly tourism growth.
