
The Ministry of Tourism is actively supporting the development and promotion of tourist destinations across India by providing financial assistance to State Governments and Union Territory Administrations through its flagship Swadesh Darshan Scheme. In Odisha, the Ministry has made significant strides by completing the ‘Development of Gopalpur, Barkul, Satapada and Tampara’ project under the Coastal Circuit theme, sanctioned in the financial year 2016-17 as part of Swadesh Darshan (SD 1.0). This initiative has strengthened tourism infrastructure in key coastal areas, enhancing the visitor experience and boosting the local economy.
With the launch of Swadesh Darshan 2.0 (SD 2.0), the Ministry has taken a more sustainable and responsible approach to tourism, focusing on destination and tourist-centric development. In consultation with the Odisha government, Debrigarh featuring the unique attraction of Khinda Village—has been shortlisted for development under SD 2.0. However, a Detailed Project Report (DPR) for this destination is awaited.
Beyond physical infrastructure, the Ministry’s schemes encourage inclusive growth by promoting community participation and the involvement of tribal populations, with special emphasis on generating local livelihood opportunities, skill development, and self-employment. These efforts reflect a commitment to making tourism a driver of social and economic progress throughout the state.
