Delhi Government Scraps Police NOC for Hotels and Entertainment Venues, Marking Major Ease of Doing Business Reform

In a landmark move to enhance the ease of doing business in the national capital, the Delhi Government has officially scrapped the long-standing requirement of obtaining a police No Objection Certificate (NOC) for seven categories of commercial activities. This major policy reform is expected to significantly reduce bureaucratic hurdles and promote smoother business operations, especially in the hospitality and entertainment sectors.

To commemorate this regulatory milestone, the Guest House Owners Associations hosted a grand Felicitation Ceremony on Monday, June 30, at Hotel Novotel, Paharganj, New Delhi. The event highlighted the Delhi Government’s bold step to eliminate the police NOC mandate for businesses like hotels, swimming pools, amusement parks, and discothèques, marking a new era of simplified procedures for entrepreneurs.

The occasion was graced by several prominent dignitaries, including Mrs. Rekha Gupta, Chief Minister of Delhi; Mr. Virender Sachdeva, President of BJP Delhi; Mr. Ashish Sood, Delhi’s Minister of Home; and Members of Parliament Ms. Bansuri Swaraj, Mr. Yogender Chandolia, and Mr. Praveen Khandelwal. Their presence reflected the strong political will backing this business-friendly initiative.

The event saw participation from industry stakeholders, hotel owners, and entrepreneurs, who warmly welcomed the government’s decision as a long-awaited relief from the licensing burden. The celebration concluded with a networking dinner, underscoring the spirit of collaboration between the Delhi Government and the business community.

Speaking at the event, Chief Minister Rekha Gupta shared her candid views on Delhi’s development challenges and her administration’s resolve to improve the city’s governance. She criticized the previous governments for years of inaction and political theatrics, noting how basic development needs such as water management, infrastructure, and business facilitation were often ignored. “Delhi is the capital of the country, densely populated, and struggling with multiple civic and infrastructural issues. Past regimes failed to act on them sincerely. Our government is committed to fixing these gaps,” she stated.

Gupta emphasized that reforms like scrapping the police NOC were crucial for supporting Delhi’s large and vibrant business community. She acknowledged the contribution of traders and entrepreneurs as taxpayers who fuel the city’s development and reiterated that government policy must be in alignment with the needs of those driving the economy. “If we keep the business class entangled in red tape, how can we expect the city to grow?” she asked.

The Chief Minister also credited the central leadership Prime Minister Narendra Modi and Home Minister Amit Shah for their constant support in implementing rapid reforms in Delhi. She highlighted the role of the newly formed Traders’ Welfare Board, which ensures that traders have a platform for voicing their concerns and contributing to policymaking.

Rekha Gupta concluded with a strong message of hope and determination, stating that Delhi’s triple-engine government would usher in a cleaner, better, and more business-friendly capital. “This reform is not just a policy shift; it’s a promise to build a future-ready Delhi. A city where business is not a burden, but a contribution to national growth.”

This move is expected to attract fresh investments, streamline business setups, and act as a model for other Indian states aiming to simplify their commercial regulations.
